The experimental measurements were reported by S. Saito, S. Yamamoto, K.
Kawaguchi, M. Ohishi, H. Suzuki, S.-I. Ishikawa and N. Kaifu, 1989,
Astrophys. J. {\bf 341}, 1114.  There are a number of X to A electronic
band (~2100 cm$^{-1}$) measurements which were not included in this
analysis. 

The dipole moment has not been measured so unit dipole was used in the
calculation.
