{\bf 469}, L65. Because of the small rotational constant the 
partition function has been calculated up to $J$ = 350.

Previously reported interstellar lines from 
M. B. Bell {\it et al.}, 1982, Nature {\bf295}, 389,  and M. B. Bell
and H. E. Matthews, 1985, Astrophys.\ J. {\bf291}, L63 
are in error.

The dipole moment was estimated from an 
extrapolation in N. W. Broten, 1978, Astrophys.\ J. {\bf 223}, L105.
